Whitesitt, of Post Falls, landed a new catch-and-release state record for Westslope cutthroat trout while fishing the Clark Fork River in northern Idaho. After landing the fish, Daniel recorded the required measurements and photos to document the fish’s impressive length before releasing the trout to fight another day. At 25 inches long, the Daniel’s fish eclipsed the previous record of 24 inches set by Madison Nackos in 2021 from nearby Priest Lake. Cutthroat trout are Idaho’s state fish, and the Westslope cutties are one of three subspecies native to the state, along with the Bonneville and Yellowstone cutthroat trout. This alpine mountain like is like many other lakes found in the Sawtooth Mountains—remote, charming, and holding mountain cutthroats. However, it happened to be Spencer Smith’s luck that fine August day when he hooked what he immediately thought might be a contender for a state certified-weight record Westslope cutthroat trout. While this trout’s size may not be impressive, the effort needed to certify it as a record sure it. Smith successful in reeling in the 11-inch cutthroat, but then proceeded to pack the fish out of the mountains and had it weight at a certified scale near his home in Pocatello. When the record application got dropped on Fish and Game Sportfish Coordinator Koenig’s desk later that week, the 0.56-pound fish marked the first Westslope cutthroat trout that made it into the certified-weight record books since 2016 when Fish and Game started keeping separate records for each sub-species (Westslope, Bonneville, Yellowstone cutthroat trout). “Back in 2016, we overhauled the State Record Fish Program and started awarding catch-and-release records, but we also made other changes,” said Koenig. “One of those included making separate categories for each of the cutthroat trout sub-species. It’s lights, camera, action again in Duncan, where moviegoers no longer have to leave the city to see a film on the big screen with the reopening of the only local theatre . The former Caprice Theatre, which was around for decades, is back with the new name Duncan Cinemas. Located at 404 Duncan St., it features two auditoriums. Under new management, the theatre reopened earlier this month on Dec. 20 — nearly a year after the Caprice closed on Dec. 30, 2023, to the dismay of locals. “It does honestly make me kind of sad because it’s the only local theatre around here. Otherwise, you’ve got to go to Nanaimo or Victoria,” said Cal Elliott, a former Caprice customer, in a previous interview with CHEK News last year. The facility first opened in the early 1980s, according to Cinema Treasures, with seating for around 660 people in the two auditoriums combined. NEW ORLEANS (AP) — The largest artificial intelligence data center ever built by Facebook’s parent company Meta is coming to northeast Louisiana, the company said Wednesday, bringing hopes that the $10 billion facility will transform an economically neglected corner of the state. Republican Gov. Jeff Landry called it “game-changing” for his state's expanding tech sector, yet some environmental groups have raised concerns over the center's reliance on fossil fuels — and whether the plans for new natural gas power to support it could lead to higher energy bills in the future for Louisiana residents. Meanwhile, Elon Musk's AI startup, xAI, is expanding its existing supercomputer project in Memphis, Tennessee, the city's chamber of commerce said Wednesday. The chamber also said that Nvidia, Dell, and Supermicro Computer will be “establishing operations in Memphis,” without offering further details. Louisiana is among a growing number of states offering tax credits and other incentives to lure big tech firms seeking sites for energy-intensive data centers. The U.S. Commerce Department found that there aren’t enough data centers in the U.S. to meet the rising AI-fueled demand, which is projected to grow by 9% each year through 2030, citing industry reports. Meta anticipates its Louisiana data center will create 500 operational jobs and 5,000 temporary construction jobs, said Kevin Janda, director of data center strategy. At 4 million square feet (370,000 square meters), it will be the company's largest AI data center to date, he added. “We want to make sure we are having a positive impact on the local level,” Janda said. Congressional leaders and local representatives from across the political spectrum heralded the Meta facility as a boon for Richland parish, a rural part of Louisiana with a population of 20,000 historically reliant on agriculture. About one in four residents are considered to live in poverty and the parish has an employment rate below 50%, according to the U.S. census data. Meta plans to invest $200 million into road and water infrastructure improvements for the parish to offset its water usage. The facility is expected to be completed in 2030. Entergy, one of the nation's largest utility providers, is fast-tracking plans to build three natural gas power plants in Louisiana capable of generating 2,262 megawatts for Meta's data center over a 15-year period — nearly one-tenth of Entergy's existing energy capacity across four states. The Louisiana Public Service Commission is weighing Entergy's proposal as some environmental groups have opposed locking the state into more fossil fuel-based energy infrastructure. Meta said it plans to help bring 1,500 megawatts of renewable energy onto the grid in the future. Louisiana residents may ultimately end up with rate increases to pay off the cost of operating these natural gas power plants when Meta's contract with Entergy expires, said Jessica Hendricks, state policy director for the Alliance for Affordable Energy, a Louisiana-based nonprofit advocating for energy consumers. “There’s no reason why residential customers in Louisiana need to pay for a power plant for energy that they’re not going to use," Hendricks said. "And we want to make sure that there’s safeguards in place.” Public service commissioner Foster Campbell, representing northeast Louisiana, said he does not believe the data center will increase rates for Louisiana residents and views it as vital for his region. “It’s going in one of the most needed places in Louisiana and maybe one of the most needed places in the United States of America,” Foster said. “I’m for it 100%.” Environmental groups have also warned of the pollution generated by Musk's AI data center in Memphis. The Southern Environmental Law Center, among others, says the supercomputer could strain the power grid, prompting attention from the Environmental Protection Agency. Eighteen gas turbines currently running at xAI’s south Memphis facility are significant sources of ground-level ozone, better known as smog, the group said. Patrick Anderson, an attorney at the law center, said xAI has operated with “a stunning lack of transparency” in developing its South Memphis facility, which is located near predominantly Black neighborhoods that have long dealt with pollution and health risks from factories and other industrial sites. “Memphians deserve to know how xAI will affect them,” he said, “and should have a seat at the table when these decisions are being made.” Sainz reported from Memphis, Tennessee. Countries at the United Nations climate summit in Baku struck a final deal on the broad rules to launch carbon trading markets, almost a decade after being first proposed. The agreement passed at the UN COP29 climate summit late on Saturday night will allow countries and companies to trade credits for cuts in carbon emissions to offset their carbon footprints. The carbon trading mechanism had first been formally sketched out in the 2015 Paris agreement on limiting climate change, as a way for polluters to pay for other countries to cut emissions on their behalf. But it has proved controversial over fears it will not result in the promised removal of carbon from the atmosphere. The head of delegation for a group of heavily forested countries, including Bolivia and the Democratic Republic of Congo, Kevin Conrad, said “properly regulated, markets can become a force for good, and start to reverse the market failures causing environmental and atmospheric destruction”. The birth of the market prompted cheers and standing ovations by UN negotiators in the first session of the final plenary, in a rare breakthrough at the summit that was otherwise on the verge of collapse. States and companies will be able to trade credits meant to represent one tonne of carbon dioxide saved or removed from the atmosphere, under mechanisms subject to loose oversight by the UN and designed to avoid double-counting of emissions cuts. The final agreement overcame a quarrel about a proposed UN registry for tracking the flow in emission claims, with the US forced to compromise on how much power this registry should have. Host country Azerbaijan made the issue of carbon emissions trading a priority, pushing successfully on the first day of the two-week summit for countries to adopt an initial element of the global market. In subsequent negotiations to settle the rules, it drove the participants to overcome their disagreements. This included on a series of trade-offs between requiring more rigorous accounting and easing the pathway to get the market off the ground, with a rule book on principles for how credits should be traded, counted and checked. Countries and companies took advantage of the prospective launch of the market by signing preliminary deals in recent weeks. Commodity trader Trafigura announced a “pilot” carbon project to help Mozambique develop carbon restoration projects. Some experts warned however that the new market could face many of the same greenwashing allegations that have plagued the existing unregulated trade in credits between companies. These have caused the voluntary credit markets to shrink from $1.4bn in 2022 to $1.1bn last year, based on MSCI Carbon Markets estimates. “The deal leaves a lot of trust in the hands of [countries] which is a problem because the rules themselves are not yet net zero [emissions] aligned,” said Injy Johnstone, a research fellow at the University of Oxford. The concerns were echoed by Isa Mulder of Carbon Market Watch, who said the “dangerously loose and opaque” deal enshrined a “free-for-all” approach. Some content could not load. The money raised by carbon deals could help contribute to the climate finance needs of poorer countries, which economists estimated at $1.3tn a year. But others expressed caution about the solutions provided by carbon emissions trading.
