The situation had escalated as Allu Arjun waved to fans from the sunroof of his vehicle. Police allege that this action contributed to the chaos — resulting in the death of a woman named Revathi while her son sustained serious injuries. James Carey Lauder-USA TODAY Sports The NHL’s March 7 trade deadline isn’t that far away, and by the time it does arrive, you can make a safe bet that the Vegas Golden Knights are going to pull off a couple of deals to strengthen their lineup, if not for the long-term, then certainly, for the rest of this season and next spring’s Stanley Cup playoffs. What players could be targeted by Vegas? Here are three possibilities: Provorov is scheduled to be a UFA at season’s end, making him a pure rental for the Golden Knights. But, we all should know by now Vegas GM Kelly McCrimmon plays for keeps, even if it is only in the short term. And Provorov’s $4.725-million salary cap hit ( ) makes him an affordable asset, even if another team might have to be involved to retain some salary. But the Golden Knights’ defense corps – already formidable with the addition of Noah Hanifin last season – would arguably be the best in the NHL with Provorov on board. And Columbus wouldn’t be expecting the world in any deal for Provorov. Years ago, the asking price for Provorov would’ve been sky-high, but times have changed, and while the Blue Jackets would need a top draft pick or above-average prospect for Provorov, a deal could be done for him without sending marquee names to Columbus in return. And as an elite depth addition, Provorov would be a terrific addition for Vegas. The Golden Knights don’t have to include a marquee name in every deal they make, and while Carcone isn’t a household name – and with his production this season of only five assists and eight points in 25 games – Carcone is only a year removed from posting 21 goals in 74 games last season. and his status as a pending UFA, make Carcone very attractive for any Stanley Cup front-runner, and Vegas wouldn’t have to offer Utah the sun, moon and stars in any trade. Beirut: Israel and Lebanese armed group Hezbollah are set to implement a ceasefire on Wednesday at 1pm (AEDT) as part of a US-proposed deal for a 60-day truce to end more than a year of hostilities. Israel’s security cabinet has approved it and it will be put to the whole cabinet for review. Lebanon Prime Minister Najib Mikati welcomed the deal, which Hezbollah approved last week. The agreement, negotiated by US mediator Amos Hochstein, is five pages long and includes 13 sections, according to a senior Lebanese political source with direct knowledge of the matter. Halt to hostilities The halt to hostilities is set to begin at 4am local time (2am GMT) on Wednesday, Biden announced, with both sides expected to cease fire by Wednesday morning. The senior Lebanese source said Israel was expected to “stop carrying out any military operations against Lebanese territory, including against civilian and military targets, and Lebanese state institutions, through land, sea and air.” All armed groups in Lebanon – meaning Hezbollah and its allies – would halt operations against Israel, the source said. Biden said the troops would gradually pull out and civilians on both sides would be able to return home. Lebanon had earlier pushed for Israeli troops to withdraw as quickly as possible within the truce period, Lebanese officials told Reuters. They now expect Israeli troops to withdraw within the first month, the senior Lebanese political source said. A Lebanese official told Reuters the deal included language that preserved both Lebanon’s and Israel’s rights to self-defence. Hezbollah pulls north, Lebanese army deploys Hezbollah fighters will leave their positions in southern Lebanon to move north of the Litani River, which runs about 30 kilometres north of the border with Israel. Their withdrawal will not be public, the senior Lebanese political source said. He said the group’s military facilities “will be dismantled” but it was not immediately clear whether the group would take them apart itself, or whether the fighters would take their weapons with them as they withdrew. The Lebanese army would deploy troops to south of the Litani to have around 5000 soldiers there, including at 33 posts along the border with Israel, a Lebanese security source told Reuters. “The deployment is the first challenge – then how to deal with the locals that want to return home,” given the risks of unexploded ordnance, the source said. More than 1.2 million people have been displaced by Israeli strikes on Lebanon, many of them from south Lebanon. Hezbollah sees the return of the displaced to their homes as a priority, Hezbollah lawmaker Hassan Fadlallah told Reuters. Tens of thousands displaced from northern Israel are also expected to return home. Monitoring mechanism One of the sticking points in the final days leading to the ceasefire’s conclusion was how it would be monitored, Lebanon’s deputy speaker of parliament Elias Bou Saab told Reuters. A pre-existing tripartite mechanism between the United Nations peacekeeping force in southern Lebanon (UNIFIL), the Lebanese army and the Israeli army would be expanded to include the US and France, with the US chairing the group, Bou Saab said. Israel would be expected to flag possible breaches to the monitoring mechanism, and France and the US together would determine whether a violation had taken place, an Israeli official and a Western diplomat told Reuters. A joint statement by Biden and French President Emmanuel Macron said France and the US would work together to ensure the deal is applied fully. Unilateral Israeli strikes Israeli officials have insisted that the Israeli army would continue to strike Hezbollah if it identified threats to its security, including transfers of weapons and military equipment to the group. An Israeli official told Reuters that US envoy Hochstein had given assurances directly to Israeli Prime Minister Benjamin Netanyahu that Israel could carry out such strikes on Lebanon. Netanyahu said in a televised address after the security cabinet met that Israel would strike Hezbollah if it violated the deal. The official said Israel would use drones to monitor movements on the ground in Lebanon. Lebanese officials say that provision is not in the deal that it agreed, and that it would oppose any violations of its sovereignty. The Ministry of Environment and Climate Change (MoECC) recently launched its sectoral strategy for 2024-2030, under the theme Together towards a sustainable environment for a better future, as part of the third National Development Strategy, which represents the final phase of the Qatar National Vision 2030, where environmental development has been made one of its four pillars. Comprising the pillars of environment, sustainability and adaptation to climate changes, research and innovation, digital transformation, governance, as well as sustainable institutional development, the strategy represents a pivotal step toward achieving Qatar’s aspirations based on a whole-of-government approach, pertaining to securing the sustainability of economic and social growth. The Qatar National Vision 2030 emphasised that the intended sustainability cannot be achieved without an overarching environmental vision toward striking a balance between the development needs and conservation of natural resources whether on land, sea or air. The director of the Arab Centre for Research and Policy Studies’s Economic Studies Unit, Dr Hazim Rahahleh, said that by launching the strategy for environmental protection and addressing climate challenges for 2024-30, Qatar reiterates its commitment and response to the evolving global issues and challenges, affirming that the strategy falls within the development and humanitarian role the country is performing at regional and global levels. Researcher in the fields of food security and social and economic development at Qatar University’s Gulf Studies Centre, Farah al-Qawasmi, stated that the strategy launched by the MoECC for 2024-30 underscores that Qatar has adopted a whole-of-government approach in addressing climate change challenges and achieving the Sustainable Development Goals (SDGs). The targets of the MoECC strategy include reducing greenhouse gas emissions by 25% by 2030, restoring 30% of environmentally impacted natural resources, protecting 30% of island and coastal areas, as well as preserving 17 species of endemic and endangered species. Associate professor of applied geography and geographic information systems (GIS) at Qatar University (QU), Dr Ammar Abulibdeh, said that Qatar, despite being an oil producer and one of the largest gas producers in the world, is striving to diversify energy sources and rely on renewable energy sources. Associate professor of GIS and remote sensing in the Applied Geography Programme at the QU, Dr Rana N Jawarneh, said that Qatar has many ambitious goals in terms of protecting the environment and adapting to climate challenges, which are evident in the many policies and plans made, as well as pioneering projects on the ground.

State officials say they seized 48 dogs and five cats from the home. Animal Welfare Society photo NORRIDGEWOCK — Prior complaints were lodged as early as April by local officials concerned with inhumane conditions at a Norridgewock home where the state last month seized nearly 50 dogs and a few cats, according to an affidavit. The home, a single-wide mobile home at 42 Madison Road, belongs to Diane and Steven Bouffard. Maine’s Animal Welfare Program executed a search warrant at the property Oct. 24, seeking to find and seize evidence of the crime of cruelty to animals. There was probable cause that an animal cruelty violation had taken place or was taking place at the property, according to the affidavit written by Rachel Welch, a district humane agent for the program. The search of the property revealed 48 dogs, including 46 that were white or tan shih tzus, and five cats, all of which were seized by the state. At least three of the dogs and likely more were never registered with the town, according to Norridgewock’s dog license records. Multiple prior complaints were made against the property, according to the affidavit. On April 17, Welch wrote that she had received a complaint from Dexter Bridges, Norridgewock’s animal control officer, about poor living conditions for animals at the residence. Welch said she met with Diane Bouffard on April 22 at the Madison Road residence, where Welch observed poor conditions inside the home. Welch said she gave Bouffard a notice to bathe the dogs and thoroughly clean the home, and asked Bouffard to consider neutering the animals. When asked how many pets she had, Bouffard said she had 17 dogs, all registered with the town, and “about 15” cats, according to the affidavit. On June 12, Bouffard reported a missing dog to the town. In the following days, multiple people reported seeing a dog in the vicinity of River Road in Norridgewock. Bouffard was contacted, but never showed up, according to Town Manager Richard LaBelle. Three days later, a dead dog was reported on the shoulder of the road, and Bouffard confirmed it was one of her animals. After multiple failed follow-up visits, Welch was able to meet again with Bouffard on Oct. 21 to see if changes had been made to the property. During the visit, Welch saw that a majority of the dogs had feces matted to their body. Welch said she determined the area was not clean or safe enough for animals or people. The affidavit was filed Oct. 22. Following the state’s seizure, the Animal Refuge League of Greater Portland in Westbrook received 23 of the dogs, the Animal Welfare Society in Kennebunk took nine dogs and three cats and Midcoast Humane accepted 14 dogs and two cats. The dogs were matted and in poor condition when they arrived Oct. 24 at Midcoast Humane’s Brunswick location, but it was clear that they were nice animals, according to Executive Director Jess Townsend. “When you’re working with pets that have come from an overcrowding situation, you never quite know what you’re getting until you get them,” Townsend said. “Absolutely lovely dogs, and I’m very sorry for the people who own them, because, you know, nice dogs don’t just happen. Nice dogs are socialized and raised, and they did a good job, and I’m going to guess that they got overwhelmed.” Townsend said the dogs do not like being left alone, and would be happiest at a home with other dogs and owners who are present. The Animal Welfare Society will update its website after the animals pass veterinary wellness checks and are available for adoption, according to Stephanie Kelley, the organization’s marketing communications manager. Zonta Club of the Pikes Peak Area has participated in the international organization’s annual initiative, “16 Days of Activism against Gender-Based Violence” for years. This year, the 35 members of the local club have gone big, said President Lisa Rice. The organization that helps women and girls succeed with various projects and scholarships considered buying a billboard to raise awareness about the worldwide issue of violence against women, in homes and public places. “We started with a billboard and ended with advertising on 12 bus benches and bus shelters to reach more people in Colorado Springs and get the message out,” Rice said. The message this year, and since 1991 when the campaign originated at the Women’s Global Leadership Institute coordinated by the Center for Women’s Global Leadership, is that violence against women and girls needs to be prevented and stopped. Local chapters do their part in different ways, Rice said. In addition to the bus stop promotion, the Pikes Peak Area chapter will raise awareness through social media and resource materials, she said. The campaign begins Monday and concludes on Dec. 10, however the bus stop messaging will continue through December, Rice said. The club paid $3,500 for the advertising and still has $1,500 to go toward the project. Donations can be made at zontapikespeak.org . About one in three women worldwide have experienced physical and/or sexual intimate partner violence or non-partner sexual violence in their lifetime, according to the World Health Organization. And on a typical day, there are more than 20,000 phone calls placed to domestic violence hotlines nationwide, as per data from the National Network to End Domestic Violence. Domestic-violence hotlines see increases as the holidays approach, Rice said, likely because the time of year is stressful for many families. “We do feel like it’s having an impact locally because we hear from people, ‘Thank you for sharing resources and books so I can learn more’ and ‘Thank you for putting up signs,’” Rice said of the upcoming campaign. Zonta Club also provides scholarships totaling $8,000 to $12,000 annually in general areas of study as well as business, aerospace and technology.
